Tennis League Rule Not Applied-What Do You Think?

Sunday my team played a match against another team. I was the #1 Single for my team, their #1 Single defaulted due to last minute Mother's Day function. Anyway, my acting captain for the day explained to the other captain the USTA League rule that her #2 Single has to now play in the #1 spot, the other captain did not agree, nor did she know the rule, and we did not come with a rule book, most leagues don't travel with a rule book. And we did not come there to argue at their private tennis club. But the rule is you bump from the bottom up, not from the top down. So I did not play, I won on their default. Should they be forced to default #1 and #2 singles since they did not follow the rules, ignorance is not an excuse, oh they won the #2 singles match against our #2 player. The USTA rule was emailed to the other captain today. Again, should they be forced to default #2 as well?

The rule is, if they default a line it must start from the lowest. So they should have defaulted number 2 singles and brought their number 2 singles up to number 1 to play you. You probably would've beaten their player, plus your team had the default win over the number 2 line.
I'm sure you can notify your league coordinator for your area, and / or notify your state USTA office to that this happened and they can correct based on the correct rules. Good Luck.
